What this means is the liberals whiners get to let lots of immigrants in and the conservatives that kiss the a$$ of big biz allow $40K/yr immigrants take the $60K/yr jobs from Americans and the $60K/yr immigrants take the $80K/yr jobs and the $80K/yr immigrants toake the $100k/yr jobs.
